Act Now - Urge U.S. Representatives and Senators to Fully Fund Education!

As Congress works on the Fiscal Year (FY) 2024 spending bills, we must demonstrate strong support for international basic education and vulnerable children to build back from the devastating learning losses of humanitarian crises and maintain our commitment to children and youth around the world. Failing to act quickly risks losing decades of progress in global education and severely limiting future opportunities for generations of young people.

Please contact your Representatives and Senators today to support international basic education in the FY2024 State and Foreign Operations bill, by providing at least $1.2 billion for International Basic Education, including $200 million for the Global Partnership for Education and $50 million for Education Cannot Wait.

Education is a force-multiplier with a high return on investment. For every $1 spent on education, as much as $15 is generated in economic growth. Globally – including in Afghanistan, Syria, Turkey, Ukraine, Yemen, Ethiopia, Venezuela – 222 million crisis-affected children are in need of education support, which is alarmingly higher than a previous estimate of 75 million in 2016. All vulnerable children and youth – particularly girls, children and youth with disabilities, young people in crisis and emergency settings, and traditionally marginalized youth – teachers, and communities, need our support to ensure inclusive, quality education for all children and youth.

We urgently call on members of Congress to support global education funding for Fiscal Year 2024.

Subject: Please fully fund International Basic Education for Children and Youth Around the World

Message:

I urge you to support education for children in need by including $1.2 billion for International Basic Education in the FY2024 State and Foreign Operations appropriations bill, including strong support for bilateral programs as well as $200 million for the Global Partnership for Education, which strengthens education systems in developing countries, and $50 million for Education Cannot Wait, which improves life-saving educational opportunities for children and youth affected by conflict and crisis around the world. Supporting International Basic Education is crucial because it is: - Good for the global economy: Each 1% increase in women's access to additional education increases economic growth by 0.3 percent. - Good for global security: Increasing secondary school enrollment from 30% to 81% is estimated to reduce the probability of civil war by almost two-thirds. - It's the right thing to do: Because of U.S. leadership in FY 2021, U.S. international basic education programming reached more than 33.4 million learners in 73 countries, which is an additional increase of 8 million learners from FY 2020. While support for these accounts is always important, the need for international education assistance has increased exponentially in the last several years due to ongoing humanitarian crises and the global pandemic. Globally – including in Afghanistan, Syria, Ukraine, Yemen, Ethiopia, Venezuela – 222 million crisis-affected children are in need of education support, which is alarmingly higher than a previous estimate of 75 million in 2016. These foundational learning losses, resulting in decreased potential earnings and contributions to GDP, have been compounded by the reverberating impacts of the pandemic. Three years since the COVID-19 outbreak, one billion students in low-and-middle income countries have lost at least one year of in-person classroom learning, which is estimated to reduce children’s future earnings by at least $21 trillion globally. As a result of ongoing global humanitarian emergencies and the pandemic, foundational learning losses have taken their toll; it is estimated that in low-and-middle income countries, 70 percent of 10-year-olds are unable to read or comprehend a simple text. Around the world, all young people – particularly girls, children and youth with disabilities, young people in crisis and emergency settings, and historically marginalized groups – need support for accessing inclusive, quality education. Now more than ever is a critical time to increase the U.S. government’s funding for International Basic Education. Robust funding will address dire international education needs and help mitigate the harmful effects of global humanitarian crises.
